RFP: 2009-002-MAE
Anti-Corruption Research
In
2007 the Mainstreaming Anti-corruption for Equity (MAE) project,
Pact Cambodia and USAID identified the need for more information to
feed the debate on anti-corruption in the country. To this end, MAE
is implementing a mechanism for the quick-administration of small
awards for diagnostic and analytical products.
In
order to facilitate policy debate (especially on the passage of the
Anti-Corruption Law ) and to facilitate more effective advocacy on
the issue of corruption, MAE will form a Corruption Studies and
Observation Group (C-SOG) consisting of individual experts,
practitioners and academics interested in producing short but well
researched papers on the issue of corruption. Consideration will be
focused on graduate students and junior academics.
This award mechanism for research will utilize small awards for
groups or service orders for individual researchers. Each proposal
will be for a minimum of $2000 and a maximum of $10,000 USD, with
multiple awards possible. The best concepts as judged by a small
selection committee would be funded.
To
be considered as one of MAE's Research Service Providers (RSP), Pact
requests that you provide the information requested in Section III
of this Request For Proposal and follow the instructions provided
carefully.
Based on this information, Pact intends to prepare open ended
contracts with individual or organization that will allow us, in the
future, to send research jobs which can be completed in a quickly
without having to negotiate prices each time for standardized types
of research jobs.
Issuance of this Request for Proposal does not constitute a
commitment on the part of Pact to give any of the Research Service
Providers a certain level of business. Pact also understands that
there will be circumstances when your organization will not be able
to take on a research project for MAE, given other research programs
and activities that you are engaged with for other clients.
