General Description:

LAAR is a five-year program that aims to promote durable engagement between citizens and their elected commune representatives.  The goals of the LAAR program are to: increase participation and democracy at the sub-national level; build horizontal and vertical linkages between citizens, local government, and national government; and to increase public participation in the Commune Investment Planning (CIP) and D&D reform processes. Pact Cambodia is seeking qualified candidates for the following positions for LAAR Program

Responsibilities include:

The Senior Program Officer reports directly to the Chief of Party.  S/He demonstrates understanding of key program concepts and contributes regularly to the development of program strategy and guidelines.  The Senior Program Officer provides technical, training and mentoring support as needed to LAAR Program staff, and may be requested to provide advisory assistance to NGO partner and/or RGC staff at national and/or provincial level as needed. S/He works in close collaboration with other program team members in carrying out her/his responsibilities, contributes to the formulation and review of program implementation strategies and guidelines, and applies Pact code of ethics across all aspects of daily work.

Qualifications and Experience:

•  University degree or equivalent qualification 

• At least one years experience in decentralization and deconcentration or directly relevant area in Cambodia;

• At least three years experiences in program management (preferred);

• Experience in the formulation of program policies and strategies,

• Solid ability to build and maintain relationships with Gov't & NGOs

• Strong background in monitoring, compliance and evaluation

• At least 3 years experience in M&E or compliance

• Basic financial management experience and/or education required

• Strong training, facilitation, and capacity building skills and experience.

• Ability to work autonomously and in a team

• Excellent analytical and report writing skills
