General Description:
LAAR is a
five-year program that aims to promote durable engagement
between citizens and their elected commune representatives. The
goals of the LAAR program are to: increase participation and
democracy at the sub-national level; build horizontal and
vertical linkages between citizens, local government, and
national government; and to increase public participation in the
Commune Investment Planning (CIP) and D&D reform processes. Pact
Cambodia is seeking qualified candidates for the following
positions for LAAR Program
Responsibilities include:
The Senior
Program Officer for Financial Management Training is part of the
LAAR program team responsible for assuring and development all
guidelines and training curriculum/materials relating to
transparent and accountable commune financial management system
and procedure adequate for compliance with Pact and donor
requirements. In collaboration with Senior Grant Management
Officer and partners, s/he takes lead in organizing and ensuring
appropriate and quality training and coaching supports are
delivered to provincial NGO partners on local/Commune Councils
financial management. The Senior Program Officer for Financial
Management Training reports directly to the LAAR Deputy Chief of
Party. The Senior Program Officer for Financial Management
Training works in close collaboration with other program team
and Senior Grant Management Officer in carrying out her/his
responsibilities. S/He will apply Pact code of ethics across all
aspects of daily work.
Qualifications and
Experience:
-
University degree in
Finance or Business Administration or equivalent
professional experience in Financial Management Training
and/or other related field;

At least three years
professional experience in the field of Financial Management
Training;

Experience in working
with Community, Commune Councils and/or Local NGOs;
-
Experience in developing
financial and administrative training curriculums and
materials;

Able to work as a
financial trainer at the commune level and experience
working with sub-grants;

Ability to work
autonomously and in a team.

Previous practical
training experience required
