Two Grant Management Officers

General Description:
The Grants Management Officer (GMO)
will work as part of the finance team to implement the Local
Administration and Reform - LAAR program (one position) and the
HIV/AIDS program (one position).
Responsibilities include:
The GMO will be responsible for
managing all financial aspects of Pact’s sub-grantees, building
financial management capacity and assuring that their financial
and administrative systems comply with Pact and donor
requirements. The GMO will be working closely with the program
team to review proposals and budgets and provide training on
grants management to sub-grantees. Sub grantees include Commune
Councils, Non-Governmental Organizations, and Community Based
Organizations. The Grants Management Officer is based in Phnom
Penh with some time travel to provinces as needed and reports
directly to the Senior Grants Management Officer.
Qualifications and
Experience:
-
Cambodian
national
-
Bachelor’s degree in business
administration majoring in finance/accounting.

Minimum 2 years work
experience in administrative/financial support and managing
sub-grants.

Experience administering USAID
grants is preferred
-
Proven a strong computer
skills and knowledge of computerized accounting (QuickBooks,
AccPac).

Good presentation,
facilitation and interpersonal skills
-
Experience working with a
variety of stakeholders (project staff, government
officials, implementing agencies and vendors).

Willing to learn or adapt to
new ideas and procedures
